The FBINAA Speaker’s Bureau has been created to assist chapters/members in locating dynamic and experienced speakers for their events who have already been endorsed by other chapters and/or members.  This is a resource tool for members to share their experiences.  It is the responsibility of the chapter/member to negotiate any and all speaker engagements, and applicable speaker fees, etc.

Investigative Statement Analysis is the structured examination of an individual's verbatim words for the purpose of conducting more in-depth interviews. This presentation is designed to provide administrators and investigators with a structured method of examining verbal and written communication. Through practical demonstrations, attendees will learn about specific linguistic tools and strategies to use in analyzing the oral and written words provided by employees, applicants, witnesses, victims and suspects.

Within the law enforcement context, Investigative Statement Analysis is used as an investigative tool to gain insight into an individual's thoughts, motivations and ideas. Statement Analysis is also used to recognize areas of veracity and to detect areas of possible deception.

Evaluating Truthfulness and Detecting Deception through Verbal and Nonverbal Indicators

Participants learn how lies "leak out" - primarily through the face and involuntary microexpressions - and how to detect these signs of leakage through multiple channels of nonverbal behaviors.  Additionally, participants learn to analyze verbal statements to identify meaningful content areas where "there is more to the story than is being told".  Within the law enforcement context, nonverbal behavioral analysis and statement analysis are powerful investigative tools when used separately and until now, these techniques have traditionally been taught separately to law enforcement officers. This course combines the two techniques into a more powerful investigative interviewing and interrogation tool. These techniques make the investigator more efficient and effective and instills greater confidence in his beliefs regarding veracity and deception.

Sticks and Stones: A Cyberbullying Train-the-Trainer

Today's youth have grown up in a world that is very different from that of most adults. Many young people experience the Internet and other technological advancements as a positive, productive and creative part of their lives and development of their identities - always on and always there.

Unfortunately, these same technologies are also being used in a negative manner.  One such abuse involves bullying via electronic means, or Cyberbullying.  Previously safe and enjoyable environments and activities can all too quickly turn threatening and become a source of anxiety.  Current research in this area indicates that Cyberbullying is a part of many young people's lives.

The introductory part of this presentation will provide a brief overview of the technology available to today's teens, current internet trends, technological challenges to law enforcement, how Cyberbullying differs from traditional bullying, and the greater implications of Cyberbullying.

The presentation will also include a screening of the Cyberbullying film "Sticks and Stones" and a Train-the-Trainer block of instruction that will enable attendees to deploy this anti-Cyberbullying program in their respective communities.  Attendees of this session will be provided with a DVD* containing the "Point of No Return" video series, including "Sticks and Stones" and "The Web".  The comprehensive Teacher's Guides for each will also be made available.

The latter part of this presentation will offer a detailed case study by a law enforcement official that illustrates the devastation that Cyberbullying can cause.

Cyber Concerns for Law Enforcement in the 21st Century

Previously, law enforcement viewed cyber matters to be limited solely to investigation of child pornography and predators on the Internet.  However, in the 21st Century Law Enforcement now has a host of other issues to face that are changing the landscape of crime as well as threats to officers themselves.

Whether it is Internet fraud that causes the loss of a citizen's life savings, a computer intrusion against the community's businesses, the threat of cyber terrorism against the city's infrastructure, or a cyber attack focused against individual officers, to include those who lead their agencies, law enforcement today needs to understand the cyber threats.  Likewise, because resources are limited and few law enforcement agencies have the technical expertise available within their ranks, law enforcement needs to further understand where and how to leverage the necessary assets to address these problems.

This course, complete with handout, is designed to inform law enforcement of the various issues and provide suggestions on how best to respond.

Social Media for Situational Awareness

This presentation will give an overview on social media and various ways that it can be used by law enforcement analysts, officers and investigators. Social media can be used by agencies in a variety of ways, including intelligence gathering, undercover operations, investigations, public interaction, emergency notifications and training.

 

The presentation will include a very brief history of social networks, terminology, and up‐to‐date statistics. There will be a discussion on how to set up various accounts and free tools that allow users to easily manage multiple social media accounts. There will be a discussion of free tools that allow one to perform tasks such as Twitter mapping, social network analysis and assorted investigative tasks.

There are a number of constantly changing tools and resources which can all be used to gather information about people including their location, home address, the location photographs were taken, devices being used and more. The presentation will end with a discussion of upcoming trends with social media in law enforcement, the role that social media played in the Boston Marathon Bombings and issues that will become larger threats or opportunities in the future.

Survival Mindset

The material contained in this presentation is particularly illustrative of the dangers of inattention to potential threats in situations where people tend to be complacent or distracted, and offers excellent opportunities to teach specific, potentially life-saving behaviors in response to those threats. The course is intended for adults of all ages, including teens ages *15 and up. The course incorporates lecture, PowerPoint, video and actual demonstration. The techniques do not involve strength training, but rather mental preparedness, recognition and avoidance techniques.            

The presentation is designed to provide factual information on actual cases of violent crimes. Simulations of violent activity and/or behavior that may occur in situations are also included. The information is designed to be accurate and authoritative in regard to the subject matter covered.

Upon completion of this course, participants will have acquired skills that are essential in incorporating personal safety measures into their daily lives. Students will learn how to identify potentially dangerous situations and how to avoid them.

Law Enforcement Trauma: Are You Prepared?

Law enforcement officers across the United States receive training in a wide variety of topics.  However, how many law enforcement officers receive in-depth training to prepare them for the traumas they will face?            

This presentation consists of a personal case study in which the speaker was shot while investigating a domestic disturbance.  During the incident, a female was also killed.  The presentation contains crime scene photos and video, original 911 call and radio traffic, and researched information and material from various experts.

The goal of the presentation is to use the speaker's personal incident, as well as the researched information, to help students understand the physical, psychological, and mental effects of law enforcement trauma.  Specific attention is given to explaining what trauma is and how to help those currently suffering from its effects.  Strategies are also given to help prepare for and overcome trauma when and after it occurs.

Suicide is the #1 cause of death for police officers every year. An estimated 120,000 officers work every day with symptoms of PTSD. Only 3% of agencies have a suicide prevention/awareness program. Most agencies do not have a Peer Support team or a Wellness Program to promote emotional survival. With over 900 hours of police academy training in California, at most 2-4 hours are typically devoted to emotional survival.
           

Officers distressed with PTSD and emotional suffering are incapable of providing effective professional service to the community. Well-trained and emotionally healthy officers provide the best chance to preserve the safety of our communities.

Use of Force & Liability

The DOJ has increased its investigations of alleged excessive force and abuse by police departments, leading to more departments being placed under federal oversight. If officers use too little force, they can be injured or killed. If officers use too much force, they and their departments face severe liability as well as possible criminal charges. This presentation will view landmark use of force events and recent court decisions providing guidance to officers in the "reasonable" use of force. Preparing for and Leading in Crisis

Chief Linskey will present on the training and preparation which helped Boston's first responders to prepare for the Boston Marathon. That training is credited with enhancing the response and saving many lives. Chief Linskey will take the audience on both an emotional and leadership journey through the events of the attack at the Boston Marathon. It will include the response to the bombings the evacuation of the injured and the securing the scene. The presentation will then cover the challenges and lessons learned from the investigation of the attacks, the identification of the suspects and their capture. Chief Linskey was the first commander on scene in Watertown that saw the terrorists exchanging gunfire with officers as well as throwing bombs. at the responding officers. The ensuing manhunt would lead to an unprecedented lockdown of a United States city and the apprehension of the terrorists.  Chief Linskey's presentation will arm first responders with the knowledge to respond to a major event and give them insight into the challenges they may face.
